The Senate is the government entity responsible for reviewing laws and deciding whether they are within the guidelines of the Constitution. Before a law becomes a law, a bill is passed and deliberated by the Senate three times then it will be passed to the Executive Department where the President will make the final decision if the Bill will be approved.
